The USAID’s Local and Rural Development Initiatives are searching for a Policy Advisor in Kazakhstan.

The purpose of this contract is to increase sub-national government’s ability to provide better services and govern more effectively and responsibly while increasing the ability of citizenry and civil society to participate in sub-national decision-making processes in the countries of Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan. 

 

The USAID’s Local and Rural Development Components Include the Following:

- Improve national-level policy and legal framework as it pertains to more effective sub-national governance
- Increase the capacity of sub-national officials to govern more effectively
- Improve sub-national service delivery
- Increase citizen participation in decision-making at the sub-national level
- Increase the capacity of sub-national government associations to serve their members
- Improve the climate for sub-national economic development
- Improve access to sustainable drinking water at the sub-national level (Tajikistan Water Earmark)
- Manage small-scale sub-national infrastructure improvements, construction and renovations

 

Kazakh Local Government/Decentralization/ Legal Policy Advisor:  The Legal/Policy Advisor will assist in developing and implementing legislation, policies and regulations to support the devolution of authorities to local governments. The Advisor will help to develop training for local officials to ensure they understand their legal authorities to improve sub-national governance and provision of services to citizens and businesses.

 

The position requires Fluency in English and previous experience working on a USAID-funded project.
